JPMorgan, Bank of America, Wells Fargo and PNC have reportedly held preliminary talks about acquiring a Fiserv $FISV debit-card network, per WSJ. Fiserv owns the STAR and Accel networks, which process debit transactions. The interest comes after Capital One bought Discover and gained control of its own card network. For big banks, owning a debit network could change the economics of debit-card fees, since Durbin rules cap fees when transactions run through outside networks.
